Can you boot windows vista from the command prompt?

My husband's laptop has died and all we can get up is the command prompt, can we start Vista from the command prompt like in the old days of computering???? i pressed F8 to get the command prompt and can get a list of directories (dir) thats the only 'command' I remember! I've tried 'start' and 'start.exe' but nothing. HELP
